I’m downloading brushes from certain websites, but I don’t know how to get them in my brushes on Photoshop Elements 8. Help?

I recently got Photoshop CS3, and I used to have CS, and I came across this tool, and it turns out it is in both. What does it do?

My friend has some pictures of herself in a swimsuit and she’s betting me that I can’t find a way to edit them and make her look nude. I want to know if this is within reason, and how I would go about doing this. I have Photoshop CS2. Thanks.
